The need for the project is due to several landslide
areas along the Welch Ditch, which continue to create high maintenance and water delivery
problems for the company. The project is located in Jefferson County east of Green Mountain.
Mountain States Engineering Associates, Inc. prepared project design from Lakewood, Colorado.
The pipeline and dropout structure project commenced construction November 3, 1997 by T.
Lowell Construction, Inc. of Castle Rock, Colorado and was completed in April 1998. The first of
three pump station projects commenced in early February with the owner acting as the general
contractor. The overall project is approximately 50% complete and scheduled for completion in
November 1998.

Windsor Reservoir and Canal Companv - Poudre Vallev Canal/Cobb Lake Pipeline

Authorization: SB 96-153
Water Source: Cache la Poudre River
Terms of Loan: $1,202,000@4.I5%for30yrs

County: Weld/Larimer
Project Yield: 10,500 ac.ft.
Project Type: Ditch Lining and Pipeline

The Windsor Reservoir and Canal Company has recently initiated a 15 year staged
rehabilitation program of their 25 miles of canal and 6 reservoirs. This second project consists of
the replacement of Cobb Lake's outlet pipe connecting to an outlet channel 2,500 feet downstream.
Smith Geotechnical of Fort Collins, Colorado completed the project design of the Cobb Lake
outlet pipe project. The construction contract was awarded to Zak Dirt, Inc. of Longmont,
Colorado in late October 1997. The project commenced construction in late December 1997 due to
cold weather delays, is currently 99% complete and is scheduled for completion in May 1998. A
third project associated with this loan authorization is scheduled to commence in the Fall 1998.
