<br />..3 <br />.- <br /> <br />I <br /> <br />The Board then heard the report of the special committee appointed to <br />confer with the Corps of Engineers and consult with affected local.interesta <br />respecting the outlet capacity of the authorized Cherry Creek Flood Control <br />project. The committee consisted of C. L. Patterson, Chief Engineer of the <br />Board, M.C. Hinderlider, State Engineer and a member of the Board, Glenn G. <br />Saunders, of the Water Board of the City and County of Denver, and J. M. <br />Dille, a member of the Board. The Board r~d previously authorized the <br />appointment of the committee and thereafter the members of the committee had <br />several meetings. After a final meeting with the Corps of Engineers, the <br />committee met and signed a repor~. Mr. Patterson was asked to present the <br />report to the Board for its approval. He presented the report as follows: <br /> <br />"Cherry Creek Flood Control Project <br /> <br />Report of Committee on Outlet Capacity <br />Designated to Act for the <br />Colorado Water Conservation Board <br /> <br />At its meeting of January 29, 1946, the Colorado Water Conservation <br />Board adopted a resolution urging the Congress of the United States to <br />make the necessary appropriations for the construction of the Cherry <br />Creek Flood Control Project. <br /> <br />The Board's endorsement of the project, though unconditional, was <br />with the understanding that, in connection with the design of outlet <br />works, revisions may be required for the protection of established <br />irrigation rights and existing diversions from the South Platte River <br />below Denver; and that a committee, consisting of J. M. Dille, M. C. <br />Hinderlider, Glenn G. Saunders, and C. L. Patterson, shall be appointed <br />to confer with the Army Engineers, to make a determination with respect <br />to the capacity of outlet works, and to take such measures as they may <br />deem proper wita respect to revisions in the design of outlet works. <br /> <br />J' <br /> <br />The Committee reviewed the design plans of the project in the <br />office.of James V. Johnston, Colonel, Corps of Engineers, District <br />Engineer,'Railway Exchange Building, Denver, Colorado, and on April <br />22, 1946 met with Colonel Johnston and Colonel W. W. Wanamaker, Deputy <br />Division Er~ineer, Omaha, Nebraska, and their advisers and assistants. At the <br />mreting of April 2~ .the members of the Board's Committee recommended tr~t the <br />outlet works be re-designed, to eliminate the wall in front of main outlet <br />conduits, to increase the outlet capacity under small storage conditions, and <br />to permit of controlling the discharges at times of flood. Thereupon <br />Colonel Wanamaker stated he would recommend to Major General Pick, Division <br />Engineer, Missouri River Division, that the outlet works be re-designed and <br />the reservoir be operated as outlined in the following six recommendations: <br /> <br />I <br /> <br />1. Eliminate the conservation pool. This committee suggests the <br />language: "Eliminate all permanent or dead-storage as long as the.dam <br />is used solely for flood control purposes." <br /> <br />2. Modify the inlet so that discharges can begin at approximately <br />creek-bed level. Approved as written. <br /> <br />3. Increase the capacity of the outlet works to the equivalent of <br />four 90-inch conduits, which is approximately 5,000 cfs. with 5,000 <br />
