2

It was moved by Mr. Dille and seconded by Mr. Smith
that the minutes of the meeting of the Board, held on January
28 and 29. 1946, copies of which had been previously furnished
to all members of the Board, be approved.

Upon vote being taken the motion was unanimously passed
and declared adopted.

.;l

There then came before the Board the consideration of continuing the
cooperative agreement between the United States Geological Survey and the Colorado
~l!lter Conservation Board for the installation. r.tain{;e"'lnce and operation of gaging
stations for the purpose of obtaining stream flow record~ in connection with
water development project investigations. The Director explained that. the gaging
stations covered by such a contract are distinguished from those maintained and
operated by the State Engineer for purpose of administering the distribution of
water to appropriators. The record shows that the first of such contracts entered
into was in the year 1941-1944 in tho total amount of $5.000. paid by the Colorado
Water Conservation Board; for the period 1942-1943 the contract \'/as' in the amount
of ~6.500. as the Board's' contribution; for the period 1943-l9~ the amount was'
$6.500; for the period 1944-1945 the amount was also $6,500; and for the period
1945-1946 it was for $7.500. The Director further explained that the cost of
maintaining and operating these stations' had greatly increased and that in order to
provide the necessary stream gaging for the current investigational program of the
Bureau of Reclamation, the amount contributed by the Board for the next fiscal year
would have to be increased. He estimated that it would be impossible for the' Board
to contribute as much money as will be required for an adequate stream gaging .
program. but stated that the available funds would allow an increase in the amount
of such contribution to the figure of $8,500.

Mr. Stiefel, a member of the engineering staff of the Board, was then
oalled upon to make a detailed statement of the stream gaging program proposed for
the next fiscal year.

It was explained by the Director that. a committee had be on set up to
review the proposed stream gaging program with the Bureau' of Reclamation and the
United States Geological Survey and to ascertain from' such review the number of
gaging stations'whioh could be dropped. those whioh should be oontinued; and those
new' stations whioh should be installed. It was pointed out that. the Bureau of
Reclamation was prepared to cooperat9 by the i nstaltation of a number of stations.

After further discussion by the members of tre Board. it
WbS moved by Mr. Smith and seconded by Mr. Bannister that the
recommendations made by the Direotor and his stream gaging in-
vestigation committee be approved. that the Director be authorized
to enter into a cooperative agreement with the U. S. Geological
Survey for the next fiscal year 1946-1947. for the purpose of in-
stalling, maintaining and operating stream gaging stations to be
used solely for obtaining necessary record of stream flows in
oonnection with water projeot development. and that the amount paid
by Colorado under suoh cooperative agreement should be the sum of
$8.500.

The motion ~~s unanimously carried and declared adopted.

I

~

,

I
