3. Recreational In-Channel Diversion Support

.

Beneficiary/Grantee/Contractor:
Amount of Request:

CWCB, Various
$50,000

Ranking:

High

Products Produced: The CWCB adopted a policy to ensure that local governments applying for
Recreational In-channel Diversion (RICD) water rights meet certain technical criteria. This program
will ensure that communities applying for RICD's comply with the Board's policy. This may be done in
two manners. First, in instances where communities have not complied with the CWCB's policy, the
CWCB may use the funds to get the engineering lItId technical support needed to assure compliance with
this policy. Second, if there are instances where a community is willing to abide by the Board's policy,
these funds could be made available to these communities to assist them with engineering and technical
support needed to comply with the Board's policy.

Water Planning Relationship: Recreational In-channel Diversion water rights affect water
planning in many important ways. The CWCB's policy on these rights demonstrates a need to ensure
compliance by local communities and to help protect Colorado's compact entitlements,
Recommendation: Staff gives a high recommendation to this project because the fund will help to
enhance compliance with CWCB policy and provide financial support to those communities willing to
implement it.

Water Conservation Planning Program

I. Water Supply Assessment Follow-Up

.

Beneficiary/Grantee/Contractor: CWCB, Various
Amount of Request: $105,000

Ranking: High

Product Produced: This project would continue the follow-up activities to the Drought and Water
Supply Assessment (DWSA) completed in January 2004. The findings and recommendations of the
DWSA concluded that an effective assessment of the impacts of drought on Colorado water users and
the evaluation of the needs of Colorado water users is best performed through periodic surveys of those
Colorado water users that participated in the original project. This assessment should be performed
relative to: water supply, drought and water conservation planning; drought mitigation; and the
Statewide Water Supply Initiative (SWSI). Henceforth, the follow-up activities would include:

. The development and administration of an assessment tool;
. The collection and evaluation of survey data; and
. The preparation and distribution of the reports in a user-friendly format.

In keeping with the Board's position on SWSI, this project would also provide an opportunity to begin
to implement portions of SWSI relative to gathering data and tracking those water entities who choose to
use water conservation in whole or in part to achieve their 2030 water goals,

Water Planning Relationship: Drought planning and water assessment continues to be an
important aspect of water resources management.

Recommendation: Staff gives a high recommendation to the funding of this project because of its
impact on water conservation and drought planning as well as its contribution to attaining the goals of
SWSL

13
