<br />Recommendation: Staff gives a high recommendation to this project because the findings that are <br />developed by this program should provide additional funding to assist the lnstream Flow Program goals <br />of SWSI and will provide a basis for the other water programs of SWSI to receive additional funds <br />without duplication of efforts. <br /> <br />. <br /> <br />2. Instream Flow Program Outreach and Education <br /> <br />Beneficiary/Grantee/Contractor: CWCS, Various <br />Amount of Request: $25,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: The Statewide Water Supply Initiative identified key roles for the Stream and <br />Lake Protection Section in providing regulatory stability for water providers, as well as identifying and <br />addressing environmental and recreational needs in the state. However, the basin roundtable discussions <br />also highlighted the lack of knowledge about the "tools" and opportunities available through the State's <br />Instream Flow and Natural Lake Level Program (ISF Program). To accomplish the broader SWSI <br />objectives, it is imperative that the various water interests (water providers, water users, the <br />environmental community and the public) have a basic understanding of the ISF Program and the <br />available "tools" in the streamflow protection "toolbox". <br /> <br />This project and funding request is directed at development and distribution of marketing material in <br />both electronic and paper form to educate water interests about the State's Instream Flow and Natural <br />Lake Level Program. This project will produce electronic and paper media material, which explain the <br />various ISF Program areas and tools, and highlight specific applications of the program in various basins <br />in the state, These materials would be distributed to municipalities, counties, water user groups, <br />watershed groups, as well as recreation and environmental interests in the state. <br /> <br />Water Planning Relationship: CRS 37-92-102(3) recognizes the "need to correlate the activities . <br />of mankind with some reasonable preservation of the natural environment." This project will assist the <br />Stream and Lake Protection Section, as well as the agency as a whole in implementing the objectives <br />identified by the Statewide Water Supply Initiative (SWSI). The specific objective to be accomplished <br />by this funding request is: <br /> <br />"11.6.4 There was interest among some of the Basin Roundtables to further enhance the flows for <br />environmental and recreational purposes beyond the instream flow program, and in developing new and <br />creative mechanisms to achieve this goal. The key to doing this lies in involving all key stakeholders in <br />this discussion - environmental interests, recreational advocates, agriculture, municipal, and industrial. <br />In addition, it is imperative that these stakeholders strive for balance in how this goal is achieved. In <br />developing new water projects, this [ISF] Program also was identified as having an important role to <br />play. CWCB should identify stream segments or ecological areas for flow prioritization or <br />enhancement. Working through the Basin Roundtable process, the CDOW, and other interest groups, the <br />state could begin to develop an objective and reproducible framework for evaluating, quantifying, and <br />prioritizing environmental and recreational water goals. This program could build from the existing <br />authorities of the CWCB instream flow program and the "conserve, protect, and restore" approach <br />brought forth through many ofthe SWSI Basin Roundtable discussions." <br /> <br />Recommendation: Staff gives a high recommendation to this project because it will develop <br />information to educate water interests regarding ISF and Natural Lake Level Program. <br /> <br />. <br /> <br />12 <br />
