Rural Water Planning Study <br /> <br />. <br /> <br />Beneficiary/Grantee/Contractors: CWCB, Various <br />Amount of Request: $50,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Product Produced: In 2004, the CWCB delivered the Statewide Water Supply Initiative (SWSI) <br />Report to the General Assembly. One of the key findings and recommendations involved the need for <br />technical and financial assistance to rural areas that need water supplies, Typically, these areas may be <br />made up primarily of homeowners associations that rely on domestic groundwater wells. Because they <br />are not governmental entities, they do not assess enough fees or revenues to pay for more significant <br />water infrastructure needs. This also means that they would not qualify for loans from the CWCB <br />because such loans would not meet the Board's financial qualification policies. <br /> <br />However, in an effort to detennine how to help such entities, we are proposing a phased approach: <br /> <br />Phase I - Document rural water supply areas' needs, <br />Phase I1- Detennine the extent of the needs and propose solutions on a regional wide basis that would <br />take into account water availability and geography, <br />Phase III - Establish criteria upon which financial assistance could be provided and the limits of such <br />assistance. <br />Phase IV - Revise policies and implement plans. <br /> <br />Water Planning Relationship: SWSI is the forum by which statewide water planning of existing <br />water supplies and future water supplies and needs can be projected and hopefully met. This study <br />would begin the process of projecting those needs into the future so that plans can be initiated for rural <br />water planning efforts. <br /> <br />. <br /> <br />Recommendation: Staff gives a high recommendation for the funding of this study because of its <br />importance to water planning efforts specifically rural areas that may need additional assistance. <br /> <br />Stream and Lake Protection Program <br /> <br />1. Federal Funding Strategies and Grant Applications Program <br /> <br />Beneficiary/Grantee/Contractor: CWCB, Various <br />Amount of Request: $50,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: This project entails the development of federal funding strategies to implement <br />SWSI goals, findings and recommendations into the Board's section's strategic plans. The project will <br />specifically track and evaluate federal funding opportunities relevant to various Board Programs, such as <br />the ISF Program, Application for specific grant monies will be made as a "first-step" in obtaining <br />funding for identified projects. A minimum of three grant applications will be prepared as part of this <br />project. Evaluation and development of a long-range federal funding strategy will also be developed <br />and will address issues related to congressional authorization and appropriation of funds for SWSI <br />related projects. <br /> <br />Water Planning Relationship: The development of funding strategies will potentially apply to all <br />sections in the implementation ofSWSI goals (as noted above). <br /> <br />11 <br />
