<br />Product Produced: An inventory of irrigation diversion structures in the Rio Grande River Basin. <br />The inventory would include type, size, and condition of each structure, together with photo <br />documentation, location, owner's name and address, water rights, and replacement/repair cost estimate. <br /> <br />Water Planning Relationship: The inventory would be used to identify problems and market . <br />loans to irrigators to make needed infrastructure improvements to improve water efficiency and <br />economic profitability. <br /> <br />Recommendation: Staff gives a high recommendation for the funding of this study because it will <br />accomplish the reconnaissance level work necessary to demonstrate the need for facility improvements <br />and rehabilitation. <br /> <br />2. De Beque Water Intake and Water Supply Study <br /> <br />Beneficiary/Grantee/Contractors: Town of De Beque, RG Consulting Engineers <br />Amount of Request: $120,000 Ranking: Low <br /> <br />Product Produced: The study wiJI determine what steps wiJI be needed to protect the intake of water <br />from poIlution caused by the heavy traffic from additional energy development north of De Beque and <br />to repair the delivery system for adequate supplies of water. The area wilI include 30 Miles around the <br />Town of De Beque where the effects of energy development are causing heavy truck traffic and the <br />related pollution, which drains into the Colorado River above the water intake for the Town of De <br />Beque. <br /> <br />Water Planning Relationship: With the growth of the town and the increase in contamination to <br />the water supply, the future water plan of this community needs to be strategized to ensure that the needs . <br />of water usage are met and the quality of the water is maintained. <br /> <br />Recommendation: Staff gives a low recommendation for the funding of this study because of the <br />limited funding available and that the water quality issues are beyond the scope of CWCB programs. <br /> <br />3. SWSI IPP Cost Evaluation Study <br /> <br />Beneficiary/Grantee/Contractors: CWCB, Various <br />Amount of Request: $50,000 <br /> <br />Ranking: <br /> <br />Medium <br /> <br />Product Produced: In 2004, the CWCB delivered the Statewide Water Supply Initiative (SWSI) <br />Report to the General Assembly. The report found that financial assistance to implement water supply <br />plans was a major obstacle to meeting the state's future water needs. However, there is no sound basis <br />for projecting the financial needs of entities trying to provide water out to the year 2030 as <br />recommended by SWSL <br /> <br />This study would begin to determine the need for funds to implement water supply plans out to the year <br />2030 in accordance with the identified projects and processes (IPP) of SWSI. <br /> <br />Water Planning Relationship: SWSI is the forum by which statewide water planning of existing <br />water supplies and future water supplies and needs can be projected and hopefuIly met. This study <br />would begin the process of projecting those needs into the future so that plans can be initiated. <br /> <br />Recommendation: Staff gives a medium recommendation for the funding of this study because of its <br />importance to water planning efforts. <br /> <br />10 <br />
