<br />reducing the storage capacity from 230 acre-fl. to 120 acre-fl. The storage restriction was due to excessive seepage and the
<br />poor condition of the spillway. Harrison Western Construction, and design/build group out of Denver, Colorado;-was
<br />retained by the Town to design and construct the necessary improvements to restore the dam to its original storage capacity
<br />of230 acre-feet. The proposed improvements include, constructing a compacted earthfillliner on the upstream slope of
<br />the reservoir and floor, construct new toe drains, raise the embanJanent dam crest by 2.5-fl., place rip rap and liner
<br />protection material above the earthfillliner, spillway repairs, and fill the old borrow pit within the reservoir. Harrison
<br />Western Construction has commenced construction in rehabilitating the dam face and will continue working as weather
<br />pennits. Project is anticipated to be completed in the Summer of 2002.

<br />This project is the rehabilitation of Foothills Reservoir dam, located west of Longmont in Boulder County. The dam has
<br />an inadequate spillway and severe seepage through the embankment and has had a storage restriction placed on it by the
<br />State Engineer. Smith Geotechnical Engineering Consultants of Fort Collins Colorado prepared the fmal design plans and
<br />specifications. The proposed improvements include a new spillway, a sand filter blanket along the downstream face of the
<br />dam, a perimeter toe drain with flow measuring devices, rip rap placement along the upstream face of the dam, and
<br />reconstructing the dam crest. The project was awarded to Zak Dirt, out of Longmont, Colorado, who commenced
<br />construction in December of 2000 and is approximately 95% complete. The project is anticipated to be completed by
<br />January of 2002.

<br />5. Tunnel Water Company Laramie/Poudre Tunnel Rehabilitation

<br />The existing Laramie/Poudre Tunnel is approximately 2 miles in length, diverting water directly from the Laramie
<br />River and discharging it into Poudre River at a point approximately 60 miles west of Fort Collins. On May 28,2000,
<br />a 400-ft. section of the tunnel collapsed, leaving the tunnel inoperable. The proposed project involves the construction
<br />of new access roads and staging areas at both ends ofthe tunnel and the repair of the failed tunnel area, at an estimated
<br />cost of $3,200,000. Rocky Mountain Consultants, Longmont, Colorado, has completed the final design and will be
<br />monitoring the project during construction. Robison Construction, Inc., (RCI) the Contractor, commenced
<br />construction in December of2000, and is tentatively scheduled to be complete in the Spring of 2002. The project is
<br />currently 70% complete.

<br />In 1995 the Windsor Reservoir and Canal Company retained the services of Smith Geotechnical to evaluate the current
<br />condition of their 25 miles of canal and 6 reservoirs. Smith Geotechnical identified approximately $3,400,000 in
<br />recommended improvements, with a proposed design and construction time frame of I5-years. The projects identified
<br />consisted of the Poudre Valley Canal, Cobb Lake Pipeline and OutletlInlet Structures, Windsor Reservoir No.8, Annex
<br />No.8 and Elder Reservoir Outlet Structure. The Poudre Valley Canal and the Cobb Lake improvements have been
<br />designed and constructed. The design on Annex No.8 and Windsor No.8 are currently underway. The construction of
<br />Elder Reservoir commenced in May of2001, constructed by Zak Dirt, from Longmont, CO. Elder Reservoir is tentativ.ely
<br />scheduled to be completed by June of2002.
