Thus, over half <br />of the budget has been expended during this period of time, <br />and considerably more than half of that portion of the bud- <br />get allotted to out-of-state travel. The controller permits <br />transfer of funds for one portion of the budget to the other. <br />As the matter now stands, $4,161.34 has been spent for travel <br />and there is a balance in the fund of '$3,838.66. <br /> <br />Basin Inter-Aqency Committees <br /> <br />The State of Colorado, on account of its geographi- <br />cal position, requires representation on water matters on <br />three Federal-State organizations, namely: The Missouri <br />Basin Inter-Agency Committee, the Pacific Southwest Inter- <br />Agency Committee and the Arkansas-White-Red River Basins <br />Inter-Agency Committee. <br /> <br />Inter-agency committees are composed of representa- <br />tives from the several interested Federal Government Depart- <br />ments operating in the basin and the Governor of each State, <br />or his representative, located in the basin. For instance, <br />in the Arkansas-White-Red River Basins Inter-Agency Committee, <br />the following departments are represented: The Department <br />of the Army through the Division Engineer located at Dallas, <br />Texas, the Departments of the Interior, Agriculture, Commerce, <br />Labor, Health, Education and Welfare, and the Federal Power <br />Commission. The States represented on this committee are <br />Louisiana, Missouri, Kansas, Texas, Arkansas, Colorado, Okla- <br />homa and New Mexico. <br /> <br />I <br /> <br />This committee has been very active and over the <br />~ast six years has spent several millions of dollars in work- <br />lng up a report and plans for development of the Arkansas- <br />White-and Red River Basins. The plans include some $26,000,000 <br />worth of work in the Colorado portion of the basin. This <br />committee, at its most recent meeting, considered the subject <br />of floods in Oklahoma and Arkansas during the past year and <br />also spent considerable time in attempting to devise a method <br />whereby each Governmental Department and each State would be <br />kept informed with regard to reports on projects and con- <br />struction and other activities within the several states. <br /> <br />The committee meets from six to eight times a year <br />at various places in the area. <br /> <br />The Missouri Basin Inter-Agency Committee is com- <br />posed of the same Federal Departments and the Governors or <br />
