<br />lHU <br /> <br />projects are set up prior to the Animas-La Plata there <br />wouldn't be any unused New Mexico depletion left for the <br />Animas-La Plata. He said the interests of Colorado de- <br />manded that these matters be resolved. However, he indi- <br />cated the Southwestern Water Conservation District did not <br />want to be placed in the position of starting a fight with <br />New Mexico opposing their projects and then have them <br />oppose Colorado's. <br /> <br />Mr. Toner said there were a great many minor de- <br />tails that would have to be ironed out with the State of <br />New Mexico. For instance, he pointed out the disregard <br />of the Mexican Treaty that was found in the tables and re- <br />ports by the State of New Mexico in regard to their share <br />of Colorado River water; that the people of Colorado did <br />not want to be saddled with it. He emphasized that Colo- <br />rado people wanted to give their share of the Treaty water <br />but they also wanted to have the other three states give <br />their shares. <br /> <br />I <br /> <br />When asked if he had anything to add, Mr. Ira <br />Kelly replied that he felt everything had been very thor- <br />oughly given on the position of the Southwestern Water, <br />Conservation District with regard to the San Juan-Chama <br />Project report. He wished to extend greetings from Mr. <br />Dan Hunter to the Board. Mr. Moses asked Mr. Kelly to take <br />greetings and best wishes to Mr. Hunter from the Board. <br /> <br />Questions were asked Mr. Eakes by the members. <br /> <br />GOV. McNICHOLS: <br /> <br />"In the last year and a half or so <br />the Governors of these Upper States <br />have been working very closely together <br />to agree among ourselves:on the water <br />development in the Upper Basin States <br />recognizing the fact the Lower Basin <br />has had practically all of its devel- <br />opment. We have been trying to have <br />the four states in the Upper Basin <br />agree on priorities of their projects, <br />taking all the projects that: have been <br />recognized in the Upper Colorado River <br />legislation so that we can dovetail <br />priorities as between the states.
