<br />541 <br /> <br />1/ <br /> <br />Are you saying, Mr. Eakes, that <br />prior to the time this project is <br />authorized, or any money appropriated <br />for it, the States should sit down and <br />resolve their differences, especially <br />Colorado and New Mexico? <br /> <br />-~ <br /> <br />I don't like to have us jeopardize <br />the unity between the Upper Basin States. <br />None of these has refused to discuss <br />reasonable questions." <br /> <br />Mr. Eakes replied that his group and the people <br />they represented did not feel Colorado could comment favor- <br />ably on this report until questions had been resolved. The <br />Governor asked Mr. Eakes if his group had some specific <br />proposal to give this Board and was told they would have it <br />ready in about an hour. <br /> <br />General discussion was led by Governor McNichols <br />on having Colorado's comments ready to be forwarded to the <br />Secretary of the Interior, by January 20th, the date they a~ <br />due under the Statute. The Governor suggested that the Board <br />ask for an extension of time in presenting these comments to <br />the Secretary which would give him an opportunity to talk <br />with the Governors of the other States to see if something <br />couldn't be worked out that would be satisfactory to every- <br />one. <br /> <br />MR. MOSES: <br /> <br />"Might I suggest that a good oppor- <br />tunity to get together for this would <br />be at the Rio Grande Compact meeting in <br />Santa Fe next month." <br /> <br />MR. STAPLETON: <br /> <br />"Mr. Eakes, from your remarks, you <br />don't think even the initial phase of the <br />San Juan-Chama is favorable?" <br /> <br />MR. EAKES: <br /> <br />"The initial phase overuses New <br />Mexico's allowable depletion." <br /> <br />./--" <br /> <br />1 <br /> <br />GOV. McNICHOLS: <br /> <br />"The degree of importance that the <br />respective States of Colorado and New <br />Mexico would have regarding these two <br />projects, i.e., the Animas-La Plata and <br />the San Juan-Chama, is one of your pro- <br />blems I take it, Mr. Eakes." <br />
