The FIRM maps contaiD. approximate 100-year floodplain information (Zone A) for certain
streams within the county. There are no detailed floodplain delineations for'unincorporated
Clear Creek County at this time.

· A new Floodplain Information Report was prepared by CWCB staff to provide approximate
100-year flood hydrology information to accompany the existing floodplain maps.

· The U.S. Army Corps of Engineers, under contract with the Federal Emergency Management
Agency, is currently producing new detailed floodplain information for certain stream reaches
within the County. The approximate stream reaches should be rescinded by the CWCB at such
time when the new detailed floodplain information is published.

COMMUNITY RESPONSE:
Clear Creek County officials sent a letter to the CWCB requesting designation and approval
of the March 1980 FIRM maps. A meeting with County officials was held to discuss the
designation process, answer floodplain-related questions, and solicit input for future
floodplain mapping activities in the County. A site visit was also performed to investigate
streams and floodplain development in portions of the County. The County would like to
have new detailed floodplain mapping for Witter Gulch sometime in the future. The County
is supportive ofthe Board's proposed designation action.

SUMMARY:
The staff recommends Board approval of the floodplain resolution for Clear Creek County
designating the 1980 Flood Insurance Rate Maps and the accompanying Floodplain Information
Report dated November 1998. The approximate floodplain information contained in the Flood
Insurance Rate Maps meets the Board's "Floodplain Designation and Approval Rules". The
designation action will assure that the most current floodplain information for Clear Creek County,
for the purposes of federal regulation and flood insurance, is explicitly approved by the state,
thereby complying with state statutory requirements.

7
