The revised 1993 FIS includes, by reference, the detailed and approximate floodplain <br />information for streams within the community that was included in the 1988 FIS and in the <br />1991 revised FrS, with four additional revisions. <br /> <br />. The revisions to the 1988 FIS and the 1991 revised FIS included in the 1993 FIS are: I) a <br />change to the floodplain of a portion of Airport Creek based on channelization and the <br />construction of a new detention pond; 2) changes to the approximate floodplains of Little Dry <br />Creek and Shaw Heights Tributary based on channelization and culvert improvements; 3) <br />changes to the floodplains of Airport Creek and Big Dry Creek based on placement of fill; and <br />4) the addition offloodprone land along Little Dry Creek and Mayharn Lake as a result of <br />annexation. <br /> <br />COMMUNITY RESPONSE: <br />The City of Westminster sent a letter to the CWCB requesting designation of the 1988 FIS <br />and the 1991 revised FIS, along with designation of the 1993 revised FIS. CWCB staff met . <br />with the city's floodplain administrator and discussed the proposed designation and the city's <br />floodplain management program. The city is supportive of the Board's proposed designation <br />and approval of the 1988 FIS, the 1991 FIS, and the 1993 FIS as long as the previous <br />designation ofthe "future conditions" FHAD floodplain information remains in place. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the City of Westminster <br />designating the May 17, 1993 FIS. As is the case with the proposed designation of the 1988 FIS <br />and the 1991 FIS, the proposed designation action would leave in place the designation of the <br />FHAD detailed floodplain information for floodplain management purposes and would <br />designate, in addition, for flood insurance purposes, the FIS information. The designation would <br />rescind the previous detailed floodplain information for portions of Airport Creek and Big Dry <br />Creek and the previous approximate floodplain information for portions of Little Dry Creek and <br />Shaw Heights Tributary and replace it with new information reflecting the effects of the various <br />flood control projects. The designation would also address the new floodprone territory along <br />Little Dry Creek and Mayharn Lake that was added to the city through annexation. The detailed <br />and approximate floodplain information contained in the FIS meets the Board's "Floodplain <br />Designation and Approval Rules". The designation, along with the designations of the 1988 FIS <br />and the 1991 revised FIS, will assure that current floodplain information for the City of <br />Westrninster complies with state statutory requirements. <br /> <br />6 <br /> <br />e <br />
