WJlker <br />DepulY DireClor <br /> <br />DATE: January 4, 1983 <br /> <br />SUBJECT: Agenda Item 18a, January 6-7, 1983, Soard Meeting-- <br />Case No. 5-82CW328, vail Valley Consolidated Water <br />District, Ratification of Statement of Opposition <br /> <br />The Vail Valley Consolidat~d Water District has applied for <br />Change of Water Right including exchange and approval of a Plan <br />of Augmentiltion. The VVCWD is the successor to all of the former <br />water supply entities in the Gore Valley of Eagle County. The <br />districts formally merged into this unified agency in early <br />1982. This filing consolidates the operational abilities of the <br />former water districts, allowinq for a fully integrated operation <br />of all oe the facilities and water rights: <br /> <br />In 1977, and again in 1980, the CWCS approved instrea~ flow <br />appropriations in the Gore Vall~y on several streams. These <br />appropriations are junior to some VVCWD rights and senior to <br />others. There are several unre~olved Statements of Opposition <br />against the CWCB appropriations, which were filed by some of <br />VVCWD's predecessor entities. Because of this opposition, no <br />decrees have been granted to the CWCS. <br /> <br />The District's plans are very long and complex and the staff <br />has not been able to fully eval~ate their impacts upon the <br />Board's appropriations. We have advised the applicant that the <br />statement of opposition filed o~ behalf of the Board is not <br />necessary against their plan of augmentation and exchange but is <br />rather to protect the Boa rd 's in teres ts wh ile a thorough rev iew <br />is made of the applications. <br /> <br />~ta!!
