WHEREAS, Gingery Associates, In<::., under contract with the
Federal Insurance Administration completed in January, 1979, the
"Flood Insurance Study, City of Fort Collins, Colorado," which
included Dry Creek: and

WHEREAS, the Colorado Water Conservation Board, as requested
by the City of Fort Collins, by resolution No. 139 adopted May
18, 1979, approved and designated the floodplains described in
said report; and

WHEREAS, a new report ent i tled "Major Drainageway Planning,
Dry Creek, Fort Collins, Larimer County, Colorado," dated April,
1980, has been prepared by Gingery Associates, Inc.; and

WHEREAS, said report describes and outlines the floodplain
data and informat ion for the storm and floodwater runof f channels
or basins of the study area; and

WHEREAS, the Board of County Commissioners of Larimer County
and the City of Fort Collins have requested the Colorado Water
Conseevation Board to designate and approve the floodplain areas
as set forth in the aforesa id report; and

WHEREAS,
1973, requires
the prevention

Section 37-60-106(1), Colorado Revised Statutes
the Colorado Water Conservation Board to assist in
of floods and flood damages therefrom; and

WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised
Statutes 1973, provide that such legislative bodies of local
jurisdictions may provide zoning regulations for land uses on or
along any storm or floodwater runoff channel or basin only after
designation and approval by the Colorado Water Conservation
Board; and
