SECTION 2. 37-90-136, Colorado Revised Statute" 1973, is <br />20. amended to read: <br />21. 37-90-136. Unlawful to divert water for application <br />22. outside of state. For the purpose of aiding and preserving <br />23. unto the state of Colorado and all its citizens the use of all <br />24. ground waters of this state, whether tributary or nontributary <br />25. to a natural stream, which waters are necessary for the health <br />26. and prosperity of all the citizens of the state of Colorado, <br />
