<br />vvv.v <br /> <br />During the years he served as Secretary- <br />Engineer of the Colorado River Water Conserva- <br />tion District, he directed the administrative, <br />engineering and fiscal affairs of the District, <br />appeared frequently before Congressional Com- <br />mittees on behalf of the District, and testi- <br />fied for the District in numerous water matters <br />in which the District has been involved. <br /> <br />I <br /> <br />He was a member of the Alpine Chapter of <br />Professional Engineers and the Colorado Water <br />Congress. For two years, he was Secretary and <br />for two years he was President of the colorado <br />River Water Users Association, and he was active <br />in the affairs of the National Reclamation <br />Association, in addition to numerous fraternal <br />and civic organizations. <br /> <br />Perhaps no one person has been more closely <br />identified with the development of water re- <br />sources on the Western Slope of Colorado than <br />Phil Smith. Meticulous in his preparation and <br />thorough in his presentation, he constantly <br />worked for the development of water resources <br />in general and the Colorado River in particu- <br />lar. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the <br />Colorado Water Conservation Board in regular <br />meeting assembled, that this official expression <br />of sorrow upon the death of Philip Pascal Smith <br />be spread on the minutes of this meeting, and <br />that a certified copy hereof be forwarded to <br />hi.s widow.
