I am going to use thi~ overhead projector
for a moment and show a summary of these two
programs as they are going:on here at the
present time. (Dr. Evans used a projector and
screen to illustrate this part of his presenta-
tion). In spite of the rather poor slide this
will illustrate what I have been saying. This
Center is located on the University campus here,
it could have been some place else, so it is
really not exactly a University organization
when you get right down to it. We have woven
it into the University structure here so it
serves both the broader purpose that the federal
legislation intended, namely statewide coordina-
tion, and it also serves a local purpose of
coordination within the campus.

I've shown here the general function as we
see it and as I think it was intended by the
federal legislation. Through the Cepter we
have state agencies who have problem~ upon
which research is needed. The Center has, you
might say, connections with the research estab-
lishments of the state educational institutions.
Primarily they would be the University of Colo-
rado, Colorado State University, ~ines. and
Denver University. They are the primary re-
search resources for us and the Center can
coordinate the research abilities here with
the research problems. That basically is the
function that I see here and that I want to
emphasize for you today.

It means problem identification at the
agency level here and then it means the organ-
ization of research teams from among the
research establishments to tackle the problem.
It furthermore means the development of a
project proposal that can be submitted for
consideration of funding to the federal source.
If it is matching funding then it means some
element of nonfederalfunding has to be gen~r-
ated also' to match the federal source.
