<br />UV.J..J <br /> <br />I <br /> <br />The Natural Resources Center is happy to <br />coordinate this visit. I am going to, by way <br />of very brief introduction, make a few remarks <br />about the Natural Resources Center. It is the <br />office here on the campus that has first, a <br />responsibility toward coordination both on the <br />campus and between the campus and others and we <br />would like to Lave you know about that. Second- <br />ly, and I think this is my prime purpose in the <br />few remarks I'll make, we want to give you a <br />picture of the source of research funds which <br />are available to us jointly. That is, by <br />jointly I mean the University personnel and the <br />agencies through the federal program administered <br />under the Office of Water Resources Research. <br /> <br />I think if we can point out where Colorado <br />may take better advantage of this source of <br />research funding that that will have been a <br />good accomplishment on my part. <br /> <br />Regarding the Natural Resources Center, <br />this is a unit here on the campus that was <br />established by the Congress in 1965 under the <br />provisions of Public Law 88-379, to set up <br />centers for water research in all of the states. <br />This law also provides funds to support these <br />centers in part. It also provides that the <br />states will provide support to these centers in <br />ways which I will show in a moment. This fed- <br />eral act allocates to each state a sum of <br />dollars which now happens to be $100,000 <br />annually for the operation of a research pro- <br />gram known as an 'allotment program'. This <br />allotment is the same each year and the Center <br />here on the campus administers that allotment. <br /> <br />I <br /> <br />The other program which we have through <br />the center, supported through the federal <br />program, is called a matching grant program. <br />In this program, proposals are submitted through <br />the Center to the Office of Water Resources <br />Research. After evaluation in light of national <br />needs in part and in light of state needs in <br />part, certain of them are selected for funding. <br />The matching project that is funded then must <br />
