UV.J..J I The Natural Resources Center is happy to coordinate this visit. I am going to, by way of very brief introduction, make a few remarks about the Natural Resources Center. It is the office here on the campus that has first, a responsibility toward coordination both on the campus and between the campus and others and we would like to Lave you know about that. Second- ly, and I think this is my prime purpose in the few remarks I'll make, we want to give you a picture of the source of research funds which are available to us jointly. That is, by jointly I mean the University personnel and the agencies through the federal program administered under the Office of Water Resources Research. I think if we can point out where Colorado may take better advantage of this source of research funding that that will have been a good accomplishment on my part. Regarding the Natural Resources Center, this is a unit here on the campus that was established by the Congress in 1965 under the provisions of Public Law 88-379, to set up centers for water research in all of the states. This law also provides funds to support these centers in part. It also provides that the states will provide support to these centers in ways which I will show in a moment. This fed- eral act allocates to each state a sum of dollars which now happens to be $100,000 annually for the operation of a research pro- gram known as an 'allotment program'. This allotment is the same each year and the Center here on the campus administers that allotment. I The other program which we have through the center, supported through the federal program, is called a matching grant program. In this program, proposals are submitted through the Center to the Office of Water Resources Research. After evaluation in light of national needs in part and in light of state needs in part, certain of them are selected for funding. The matching project that is funded then must
