I call it 'lead time'. <br />If we are to take advantage of the source of <br />funds available to us, to you really, we have <br />to talk about lead time because it takes quite <br />a bit of time to generate, to get the wheels <br />turning. I've tried to illustrate that from <br />zero time when the problem is identified by <br />the agency, there is a period of a minimum of <br />at least a month for proposal preparation, the <br />time when the proposal is drafted in a form in <br />which it can be submitted. At least another <br />four months is required for sponsor review and <br />funding. From that time, once the proposal is <br />accepted and funded, then generally speaking <br />on the order of three years for completion is <br />required. These projects are largely designed <br />as about three-year projects, it takes about <br />that long to get rolling; to get the data to- <br />gether, analyzed and so on in the average <br />research project that we would imagine. So <br />we have a 42-month period, 42 months from the <br />time the problem is identified until some kind <br />of answer is returned.
