"This includes the entire scope of research
on any subject, legal, social, economical,
engineering. There would be no strings on what
kind of research so long as it was water re-
lated.

I want to put this slide on to emphasize
one important point. I call it 'lead time'.
If we are to take advantage of the source of
funds available to us, to you really, we have
to talk about lead time because it takes quite
a bit of time to generate, to get the wheels
turning. I've tried to illustrate that from
zero time when the problem is identified by
the agency, there is a period of a minimum of
at least a month for proposal preparation, the
time when the proposal is drafted in a form in
which it can be submitted. At least another
four months is required for sponsor review and
funding. From that time, once the proposal is
accepted and funded, then generally speaking
on the order of three years for completion is
required. These projects are largely designed
as about three-year projects, it takes about
that long to get rolling; to get the data to-
gether, analyzed and so on in the average
research project that we would imagine. So
we have a 42-month period, 42 months from the
time the problem is identified until some kind
of answer is returned. I suppose that's the
key part to taking advantage of these funds
that I am trying to emphasize today."

"The Office of Water Resources Research,
OWRR, is under the Department of the Interior.
It is a part of the Department of the Interior.

president of Montana State University."
