<br />Lon" I <br /> <br />Aspinall, was at the NRA convention at <br />Billings in October, 1961, and Monday at the <br />Council of state Governments conference in <br />Dallas. I'd like to read these things too so <br />that we have an understanding - a complete under- <br />standing - of his position in this matter. <br /> <br />I <br /> <br />'Since the objective of the legislation <br />recommended by president Kennedy is most <br />worthwhile,we must not let concern over <br />specific provisions deter us from moving <br />ahead with the bill. We shall thoroughly <br />consider the language proposed and modify <br />it if and when necessary.' (Now this is <br />speaking for his committee). 'There is no <br />question but there will be some changes. <br />The committee has already received valid <br />objections to certain provisions. For example, <br />the Council of State Governments has expressed <br />some concern with respect to certain language. <br />I have advised the Council of State GOvernments <br />through the Governor of Colorado, that the <br />Committee will give attention to the changes <br />which the Council believes are needed. In <br />turn, I am asking that influential organiza- <br />tion to give its support to this important <br />legislation. We shall give equal considera- <br />tion to the comments and views of others in <br />our efforts to see that action on this most <br />important and much-needed legislation is not <br />. side-tracked. <br /> <br />In my opinion, the enactment of this <br />legislation will accomplish the following: <br /> <br />1. It will mean orderly planning, coordi- <br />nated effort. and a sensible division of respon- <br />sibili ties. <br /> <br />I <br /> <br />2. It will provide the means of keeping <br />the Federal activities in the water resources <br />field in reasonable adjustment and balance <br />without gaps or overlaps. <br /> <br />3. It will permit us to better adapt our <br />water policy framework to meet the changing <br />needs of our growing economy and population. <br />
