Aspinall, was at the NRA convention at
Billings in October, 1961, and Monday at the
Council of state Governments conference in
Dallas. I'd like to read these things too so
that we have an understanding - a complete under-
standing - of his position in this matter.

I

'Since the objective of the legislation
recommended by president Kennedy is most
worthwhile,we must not let concern over
specific provisions deter us from moving
ahead with the bill. We shall thoroughly
consider the language proposed and modify
it if and when necessary.' (Now this is
speaking for his committee). 'There is no
question but there will be some changes.
The committee has already received valid
objections to certain provisions. For example,
the Council of State Governments has expressed
some concern with respect to certain language.
I have advised the Council of State GOvernments
through the Governor of Colorado, that the
Committee will give attention to the changes
which the Council believes are needed. In
turn, I am asking that influential organiza-
tion to give its support to this important
legislation. We shall give equal considera-
tion to the comments and views of others in
our efforts to see that action on this most
important and much-needed legislation is not
. side-tracked.

In my opinion, the enactment of this
legislation will accomplish the following:

1. It will mean orderly planning, coordi-
nated effort. and a sensible division of respon-
sibili ties.

2. It will provide the means of keeping
the Federal activities in the water resources
field in reasonable adjustment and balance
without gaps or overlaps.

3. It will permit us to better adapt our
water policy framework to meet the changing
needs of our growing economy and population.
