<br />2766 <br /> <br />state governments concur and are assured equit- <br />able and responsible representation on any <br />resulting body. <br /> <br />Item 4. There already exist a multitude <br />of agencies (federal, state, and local) with <br />water resources planning responsibilities. New <br />patterns of organization are being created and <br />used to meet varying regional situations. It <br />is dubious public policy to write "a priori" <br />decisions into federal statute as to the type <br />of coordinative federal-state or federal-inter- <br />state devices which should displace, parallel or <br />supersede existing approaches. Anylegislation <br />should protect and facilitate the selection of <br />the approach which meets the particular needs of <br />a given area or region. <br /> <br />I <br /> <br />Item 5. States have a primary interest and <br />responsibility in water resources planning. <br />Any federal program for grants-in-aid in water <br />resources planning should supplement and not <br />replace state funds. Criteria for federal <br />grants-in-aid should reflect these principles. <br />If coordination is to be a condition precedent <br />to qualification for federal assistance, the <br />criteria must encourage state initiative and <br />experimentation and must not require the subordi- <br />nation of state planning activities to federal <br />agency programs. <br /> <br />Item 6. While it is undesirable for S. 2246 <br />and H.R. 8177, or any bills which may evolve <br />from or replace them, to displace federal-state <br />coordinative mechanisms already operating effec- <br />tively and authorized by statute, it would be <br />equally indefensible to exclude federal programs <br />and agencies from the scope of the legislation <br />as Sec. 405 of the bills in its current form might <br />be interpreted to do.' <br /> <br />I <br /> <br />The next thin~ I'd like to bring out is <br />that Congressman Aspinall, who is the sponsor <br />of this bill in the House, has on two public <br />occasions enunciated what he thinks this bill <br />will do and will not do.
