<br />L./O:J <br /> <br />I <br /> <br />While I have the floor I'd like to <br />go into the opinions and the general reaction <br />of the Council of State Governments, who is <br />a very influential group in this connection, <br />and read to you their declaration of policy <br />so that we can work these all together, to- <br />gether with congressman Aspinall's comments. <br />These items from the Council of State Govern- <br />ments were promulgated by an Executive <br />Committee, and were confirmed by the meeting <br />of the Council of state Governments Water <br />poliCy Group in Dallas, Texas, on Monday and <br />Tuesday 9f this week. I was able to attend <br />the Monday session but I was not able to attend <br />the Tuesday session. I check~d with their <br />Chairman yesterday, and they hav~.included <br />these declarations in a resolution which they <br />will submit to the' proper Congressi6nalcqmmi~- <br />tees~ They are very similar to ever~thing that <br />is contained in the Investigation commission re- <br />port. We have no quarrel with them an4 the <br />reason I'd like to read these is to point this <br />out so we can see where the other states stand. <br /> <br />'Item 1. AnY declatation of policy or <br />similar provisions in new legislation shOUld <br />give specific emphasis to the primary role of <br />the states in water resources planningj devel- <br />opment, management and control. Such recogni- <br />tion has been the settled policy of Congress <br />and should not be changed.' <br /> <br />I think we agree with that 100 percent. <br /> <br />I <br /> <br />'Item 2. The principal justification for <br />a Water Resources Council is the coordination <br />of water policies and programs of federal <br />agencies. The suitability of any other fun9~ion <br />for the Council would depend on the charact~r <br />and extent of state participation. For example, <br />such a Council's administration of a grant-in- <br />aid program must provide for representation of <br />state views. <br /> <br />Item 3. River basin commissions for water <br />resource planning such as proposed in the pend- <br />ing bill should not and cannot properly be <br />created unless both the federal and affected <br />
