It will improve the arrangements <br />for the states to participate in the in- <br />vestigation, study, planning, and develop- <br />ment of water resources facilities. <br /> <br />5. It will provide assurance that all <br />proposed development, whether by Federal, <br />state, or local agencies, will be consistent <br />with the framework of development within a <br />given basin. <br /> <br />I <br /> <br />6. It will provide the means for bring- <br />ing out and reconciling the interests of all <br />groups in a common development program. <br /> <br />7. It will provide a means for keeping <br />current the over-all plans for river basin <br />development. ' <br /> <br />Now the list of things he thinks it will <br />not do: <br /> <br />'1. It will not expand Federal juris- <br />diction and responsibility in the field of <br />water resources development. <br /> <br />2. It will not give the Federal Govern- <br />ment additonal control over the water re- <br />sources of the states. <br /> <br />3. It will not detract from the author- <br />ity of the Congress to authorize and fund <br />projects. <br /> <br />4. It will not interfere with the <br />rights of states or the responsibilities <br />of state and local governments in the field <br />of water resources. <br /> <br />5. It will not interfere with or dis- <br />place existing compact commissions or other <br />intrabasin groups that are doing an adequate <br />job of comprehensive and coordinated planning. <br /> <br />I <br /> <br />6. It will not take away or reduce the <br />existing authority of the Fede~al agencies for <br />the construction of water projects.' <br />
