Don, will you <br />explain for all of us who are members of this <br />Investigation Commission and who participated <br />in the discussions what this report is about." <br /> <br />"Yes, Mr. Chairman. My name is Don Hamburg. <br />I'm the Secretary of the Colorado Water Investi- <br />gation Commission. I might say that Bob Barkley <br />is the Chairman who would normally present this <br />but he's in Washington so he asked me to do it <br />for him. I might just take one moment, if you <br />don't mind, Mr. Chairman, to give just a little <br />bit of background although Governor Johnson has <br />given most of it. <br /> <br />As you know, this bill, S. 2246, was intro- <br />duced in the Senate during the last session of <br />Congress by Senator Anderson and in the House, <br />H. R. 8177, by Representative Aspinall. Hearings <br />were held in the Senate in July of 1961 on the <br />bill. The bill was again discussed at the NRA <br />convention this year. It was also brought out <br />here at the White House Regional Conference that <br />the bill would receive at least a fairly high <br />priority in the next session of Congress. At <br />that time we circulated, the staff of the Water <br />Board, a study on the bill and also at a little <br />later date we circulated to all concerned a <br />questionnaire put out by the Council of State <br />Governments who has been working on this bill <br />and our proposed answers to the same. As Governor <br />Johnson mentioned, a committee was appointed by <br />the NRA to study this bill and Ival Goslin being <br />a member he requested Governor Johnson to solicit <br />the views and Governor Johnson requested the In- <br />vestigation Commission to meet. <br /> <br />The Investigation Commission met once in <br />our offices, and I can say that I believe I can <br />name the members of the Commission. There are <br />approximately five or six members with alternates. <br />As you recall, there is Mr. Saunders from the <br />Denver Water Board, there's Bob Barkley from the <br />Northern Colorado Water Conservancy District, <br />there is Sid Nichols and Harold Christy, John <br />Barnard and Phil Smith and Bill Eakes, and several <br />others that I can't just recall at this time. <br />
