KEATING: <br /> <br />I have told IvaI Goslin my personal first- <br />reading position but the thing that he wants, <br />the endorsement that he seeks or the lack of <br />endorsement or at least the comments that he <br />seeks, is the official position of the state. <br /> <br />I <br /> <br />Following receipt of this letter I talked <br />the matter over with Mr. Kuiper and he suggested <br />that the Investigation Commission might very.well <br />look into this matter to see what theY might <br />think of the whole proposal. So he called a <br />meeting of the Investigation Commission. I had <br />the very great privilege of meeting with that <br />Commission (and it is an excellent commission: <br />it consists of, as you folks know, persons in <br />Colorado who are thoroughly informed on water con- <br />servation and the water problems) and I presented <br />my views to them. Following that they drew a, well, <br />I'll let them tell you what they drew, but it's a <br />recommendation to this Board. I think that <br />Commission regards itself as a technical group, <br />and I think they confined their recommendations <br />to that position. <br /> <br />I am very anxious, of course, to transmit <br />to Mr. Goslin and the National Reclamation Associ- <br />ation the official views of Colorado. As I pointed <br />out to him, the comments that I have made are <br />certainly not official and that I expected and <br />hoped that the Board the middle of January, or at <br />least shortly after the 17th of January, that the <br />official position of the State of Colorado would <br />be made known. <br /> <br />I thank you very much, Mr. Chairman, for <br />permitting me to make this statement but I think, <br />in order to get the whole matter in due form, <br />that it was necessary for me to ask you to let <br />that statement be made." <br /> <br />I <br /> <br />"Thank. you, Governor Johnson.
