HAMBURG: <br /> <br />The attendance at the meeting was not large, <br />due to the weather somewhat, but we did spend <br />a lot of time on the bill. We went over it <br />line-by-line and at the conclusion of the meeting <br />it was decided that rather than try and make a <br />line-by-line amendment to present to the Board, I <br />it would be better to adopt a statement in- <br />corporating the principles. So a subcommittee . <br />was appointed by Mr. Barkley which met a second <br />time with Governor Johnson and this is the state- <br />ment we came up with. <br /> <br />Do you want me to go ahead and read this,' <br />Mr. Chairman?" <br /> <br />UYes." <br /> <br />"'Report of Colorado Water Investigation <br />Commission on proposed Water Resources Planning <br />Act of 1961. <br /> <br />The Colorado Water Xpvestigation <br />Commission has made a prAliminary, but <br />substantial, examination of the proposed <br />"Water Resources Planning Act of 1961" <br />embodied in iden~~~l bills S. 2246 and H.R. <br />8177, which were before the first session <br />of the 87th Congress of the United States. <br />As a result of the examination, it is the <br />opinion of the Committee that considerable <br />additional work should be done in order to <br />complete an analysis of the legislation <br />from the standpoint of principles which <br />should be incorporated therein, and, second, <br />from the standpoint of the draft of specific <br />language necessary to enunciate those princi- <br />ples. <br /> <br />The conclusions which the Investigation I <br />commission reach, after its examination of <br />this legislation, are contained in this <br />suggested statement of position on the <br />legislation which it recommends the Colorado <br />Water Conservation Board adopt as being'in <br />the best interest of the State of Colorado. <br />
