I would like to read in~o the record <br />a request that I had from Ival Goslin with <br />respect to the Colorado policy on this legisla- <br />tion. I think it is very much in order to have <br />this come before Mr. Hamburg's statement. This <br />letter is addressed to me. it's dated December <br />8. 1961: <br /> <br />'Mr. LaSelle E. Coles, President of <br />the National Reclamation Association. has <br />asked Mr. Guy C. Jackson. of Texas. Mr. <br />William Holden of Idaho and me to serve <br />on a committee to study H.R. 8177 and <br />s. 2246. identical bills. commonly referred <br />to as the proposed "Water Resources Planning <br />Act of 1961". 14r. Jackson is chairman of <br />this committee. <br /> <br />'These bills embody several very far- <br />reaching proposals and should be carefully <br />considered by all interested parties.' <br /> <br />"Enclosed is a copy of H.R. 8177. a <br />copy of a sectional analysis and a copy <br />of comments prepared in our office.' <br /> <br />'I believe it would be advisable for <br />you to give serious study to the terms <br />of the bill. etc.. and to consult with <br />other interested parties in your state <br />in an effort to determine the official <br />position of your state with regards to <br />this legislation. After you have done <br />so, I would appreciate very much having your <br />comments. Several items of importance <br />should be included in your comments: <br /> <br />(a) Are you for or against this proposed <br />legislation and why? <br /> <br />(b) What is the official position of <br />your state. if it has formulated <br />a position? <br /> <br />(c) Could the bill be amended to over- <br />come serious objections? <br /> <br />~ <br />'I <br /> <br />I <br /> <br />I <br />
