OSBORNE: <br /> <br />do hope, very strongly, that the circulation <br />of these petitions do not form, say, battle lines <br />in the area at this time as to preferences between <br />the two reservoir sites. At this time we cer- <br />tainly do not know which is the better reservoir <br />site, and which will serve the most people. We <br />do know, from the Bureau's estimates, that the <br />upstream site will cost more than the Narrows I <br />site. However, we do not know what the increase <br />in benefits will be. We feel this way, that the <br />estimated increase in cost is about $12 million <br />but if, say, $15 million of additional benefits <br />will accrue to the upstream site, we would like <br />to have a free hand to come down into this area <br />and present this information to the people so <br />that the site which is chosen and constructed <br />will be the best site for the South Platte Valley. <br /> <br />As you all know, this is probably the last <br />gasp for any major project in the South Platte <br />Valley, because of the water supply and we must <br />be sure, more probably than for any other project, <br />that the location of this reservoir is the right <br />one because this will cast the die which probably <br />cannot be changed for economic reasons. I want <br />to appeal to the people in that valley not to <br />choose up sides and draw battle lines as between <br />reservoir sites at this time. Let's wait until <br />we see where the best one is." <br /> <br />"Is there any other comment on the South <br />Platte from anybody in our audience?" <br /> <br />"I'm Cecil J. Osborne. I'm the member <br />of the Steering Committee from Morgan County. <br />It is true that upon the submission of the <br />petitions to the residents of Fort Morgan <br />and other areas in Morgan County, the group <br />of people whose land would be inundated and <br />whose farms would be taken in the Weldon Valley <br />area, of course, were immediately up in arms. <br />They wanted to take whatever steps they thought <br />was necessary so they did this and I have the <br />petitions which they gave to me to present to <br />the Water Conservation Board.
