2754

MR. STAPLETON:

MR. OSBORNE:

do hope, very strongly, that the circulation
of these petitions do not form, say, battle lines
in the area at this time as to preferences between
the two reservoir sites. At this time we cer-
tainly do not know which is the better reservoir
site, and which will serve the most people. We
do know, from the Bureau's estimates, that the
upstream site will cost more than the Narrows I
site. However, we do not know what the increase
in benefits will be. We feel this way, that the
estimated increase in cost is about $12 million
but if, say, $15 million of additional benefits
will accrue to the upstream site, we would like
to have a free hand to come down into this area
and present this information to the people so
that the site which is chosen and constructed
will be the best site for the South Platte Valley.

As you all know, this is probably the last
gasp for any major project in the South Platte
Valley, because of the water supply and we must
be sure, more probably than for any other project,
that the location of this reservoir is the right
one because this will cast the die which probably
cannot be changed for economic reasons. I want
to appeal to the people in that valley not to
choose up sides and draw battle lines as between
reservoir sites at this time. Let's wait until
we see where the best one is."

"Is there any other comment on the South
Platte from anybody in our audience?"

"I'm Cecil J. Osborne. I'm the member
of the Steering Committee from Morgan County.
It is true that upon the submission of the
petitions to the residents of Fort Morgan
and other areas in Morgan County, the group
of people whose land would be inundated and
whose farms would be taken in the Weldon Valley
area, of course, were immediately up in arms.
They wanted to take whatever steps they thought
was necessary so they did this and I have the
petitions which they gave to me to present to
the Water Conservation Board. They say this:

I

'We the undersigned request the Colorado
Water Conservation Board to delay any decision
until such time as the study is completed by the
