MR. STAPLETON:

I

MR. SMITH:

MR. STAPLETON:

I

MR. KUIPER:

L./~~

It was a shame that that happened because we
need it now, we need it more today than ever."

"Thank you, Millard. Mr. Smith, did you
wish to comment?"

"I'm Frank Smith from Fort Morgan. Just a
few words about this petition. Mr. Huey and I
felt that there wasn't any organization that
wanted to make the effort or take the responsi-
bility to show the sentiment of the people so
this petition was actually originated by just
the two of us, Millard Huey and myself. There
were a number of copies placedin various business
houses in and around Morgan County and a few
individuals, including Millard and myself, got
out and worked. If you will check those signa-
tures you will find that most of them signed in
a period of about ten days. There wasn't any-
body out soliciting on a door-to-door basis.
Out of the 2741 signatures there is only 750
of them that are women. 2,000 of these give
their address as Fort Morgan.

We are sure that there are probably a few
duplications which will always happen in those
cases. In checking over them, I find there is
about 20 who have given outside addresses other
than Morgan County. But relatively speaking,
these people live in Fort Morgan and we, the
people in Fort Morgan, do want water storage
and we need water storage and from our stand-
point we prefer it to be in Morgan County.'

Thank you for letting us be heard."

"Thank you, Mr. Smith. Mr. Kuiper, do you
have a comment you would like to make on the
petition or how it relates to our investigation
committee?"

"I was real encouraged to see the additions
on this petition. I wanted to mention to the
Board that we have received a number of petitions,
most of which support the Narrows site. This is
fine. I think it's nice to have an indication
of the preference in the area. However, I want
to amplify Gil's remarks and say this, that we
