Morgan, and I <br />would like to introduce Frank Smith from Ft. <br />Morgan. We have a petition here signed by 2741 <br />signers and we think it speaks pretty well for <br />itself. I'll read this, it's addressed to the <br />Colorado State Water Conservation Board: <br /> <br />I <br /> <br />"The undersigned petitioners, being residents <br />of Morgan County, Colorado, believe that channel <br />storage on the South platte River is necessary <br />for conservation, flood control, irrigation and <br />recreation, promoting the general economy of <br />Northeastern Colorado and the State of Colorado. <br /> <br />We have confidence in the Bureau of Reclama- <br />tion in the selection of a proper site for <br />channel storage purposes; however, we urge the <br />Bureau of Reclamation, the Colorado Water Conser- <br />vation Board and the Steering Committee to locate <br />such channel storage at the "NARROWS"site on <br />the South Platte River, in Morgan County, Colo- <br />rado. ' <br /> <br />And <br />and the <br />County. <br /> <br />here we have the dates, the residents <br />signers of how the people feel in Morgan <br />As a closing paragraph here we wrote: <br /> <br />'The purpose of this petition is to furnish <br />proof to the State Water Board, the Bureau of <br />Reclamation and any other inte~ted parties,that <br />the majority of the people in Morgan County do <br />want water storage on the South Platte, and if <br />it is feasible from an engineering point of view, <br />they prefer it to be near Fort Morgan. Also to <br />show that the majority are desirous of proving <br />that in the past we, the people, have been repre- <br />sented by a few rather than a majority.' <br /> <br />I <br /> <br />In that statement, we are referring to ten <br />years ago when the dam had been started, so to <br />say. The Bureau of Reclamation had built homes <br />there for the workers, had their offices, and <br />we think there were a few people who didn't like <br />the right spots and the dam was stopped. <br />
