494

MR. SNYDER:

MR. BAILEY:

MR. DUTCHER:

"May I make one more comment? I want to
emphasize that if any amount is to be
raised through Grass Roots organizations,
whether it be $10,000 in Colorado or $100,000
or more through an organization such as I
have mentioned, I think the raising of'that
money must be tied into the timing and
measuring of what is to be supported. I
would like to emphasize taking.a look at our
"hole card' if everybody is going to be in
unity.

"We have to depend on you present, who
are the experts in the field of water, to
advise us. We want to be absolutely sure
that any funds raised are going to be what is
good for Colorado ~nd this entire area."

"Any further comments?"

!~r. Chairman, with the explanation of these
.gentlemen and Mr. Petry, I do not feel as
though their recommendations, as they have
explained the recommendations to this ~oard,
and which recommendations were a modifica-
tion of the original motion that they passed,
are inconsistent with the policy of this
Board at all. As a matter of fact, I think
they are quite consistent with the action
taken by this Board. The only difference is
the amount of money and, certainly, as'a
member of the Upper Colorado River Commission,
I think the Commission would welcome some
financial help. I would like to see the
Bbard take some kind of action which would be
substantially in accord with the recommenda-
tions made because after all, their program
concerning the advertising is comparable
with our program. I 'would like to see this
Board go on record as, in principal, approving
the recommendations made by this Committee and
urging that they proceed to Salt Lake City for
the purpose of presenting it to the other
Grass Roots Committees in the three other
Upper Basin States and to the Commission as a
whole."

~

I

I
