I

I

493

4

MR. SNYDER: "The real purpose is not trying to campaign
on a nation-wide basis but to sell our
program on what it actually means."

MR. CRAWFORD:"Do you think that this program can get
underway so as to do something at this
Session of Congress?"

MR. SNYDER: "The program and policy which this Board
and the Upper Colorado River Commission
has adopted up to the present time, if it
is on the same basis, if it is protecting
Colorado interests, then, yes, I think it
could get under way this Session of
Congress. If, however, there are unforeseen
changes in the legislation, then timing is
important. It is going to take a good
three weeks to get organized. If the same
bill is introduced and that is the bill
everyone has agreed to in the four States
then I think we have a good chance to
start going in this Congress."

~m. BAILEY: "Are there any other questions?"

'"Thank you very much, Mr. Snyder.
Mr. Banta, is there anything you have to
add?"

MR. BANTA:

"I have a couple of points I would like
to throw out for your consideration. How
are we going to expect our Congressmen, let
alone Congressmen from the other four
States, to get behind something the people
here know very little about? To be quite
frank, they don't know as much as they
should about the Upper Colorado River
Project.

"On the $40,000 business, the Dean will
recall that there was one vote cast against
the first one of these three things we
passed and that was on the business of
raising $10,000. I do not think.the
$40,000 is going to get the job done."
