Mr. Crawford outlined what the Upper Colorado River
Commission had done.

MR. CRAWFORD:

"I neglected to state at the time of the meet-
ing that the Colorado Water Conservation Board
was adverse to the employment of a publicity
expert in view of the limited budget available.

"After much discussion, there was moved and
passed three motions.

(1) That this Board would get behind the
raising of $10,000 - Colorado's share of the
$40,000.

(2) That we would go ahead and endeavor to
find a way to raise $100,000 as it was felt
that $40,000 was not sufficient and that an
attempt to convince the Upper Colorado River
Commission that this should be done.

(3) That in case No. 2 prevailed (raising
of $100,000) then the Chairman of the
Committee would appoint a Legislative
Committee who would look into the possibility
of raising that from the State Legislature.

"Rfter looking over the proceedings I called
Mr. Dutcher and told him that I felt he was
in such a position that it would be very
awkward for him to follow instructions of
the Board at the Salt Lake City Meeting of
the Commission on account of Motion No.2.

"As far as those Grass Roots Committees are
concerned, there is only one matter to
discuss--complete agreement with regard to
the raising of $100,000. Is that right?"

"Forming of a permanent organizatio~ and
discussion of raising some additional fund
over and above the $40,000."

"We felt, the Dean and I, that it was
advisable to have this meeting today prior
to the meeting in Salt Lake City for the
purpose of:giving members of the Grass Root
Committee an opportunity to express their
ideas; if there are any changes that this
Board deems it necessary or advisable to
