DUTCHER: <br /> <br />"I neglected to state at the time of the meet- <br />ing that the Colorado Water Conservation Board <br />was adverse to the employment of a publicity <br />expert in view of the limited budget available. <br /> <br />"After much discussion, there was moved and <br />passed three motions. <br /> <br />(1) That this Board would get behind the <br />raising of $10,000 - Colorado's share of the <br />$40,000. <br /> <br />(2) That we would go ahead and endeavor to <br />find a way to raise $100,000 as it was felt <br />that $40,000 was not sufficient and that an <br />attempt to convince the Upper Colorado River <br />Commission that this should be done. <br /> <br />(3) That in case No. 2 prevailed (raising <br />of $100,000) then the Chairman of the <br />Committee would appoint a Legislative <br />Committee who would look into the possibility <br />of raising that from the State Legislature. <br /> <br />"Rfter looking over the proceedings I called <br />Mr. Dutcher and told him that I felt he was <br />in such a position that it would be very <br />awkward for him to follow instructions of <br />the Board at the Salt Lake City Meeting of <br />the Commission on account of Motion No.2. <br /> <br />"As far as those Grass Roots Committees are <br />concerned, there is only one matter to <br />discuss--complete agreement with regard to <br />the raising of $100,000. Is that right?" <br /> <br />"Forming of a permanent organizatio~ and <br />discussion of raising some additional fund <br />over and above the $40,000." <br /> <br />"We felt, the Dean and I, that it was <br />advisable to have this meeting today prior <br />to the meeting in Salt Lake City for the <br />purpose of:giving members of the Grass Root <br />Committee an opportunity to express their <br />ideas; if there are any changes that this <br />Board deems it necessary or advisable to <br />
