SNYDER: "1 apologize for not being able to come this <br />morning when you called me. 1 was under the <br />impression that the meeting was to start at <br />2:00 and we were in session when I received <br />the phone call. <br /> <br />"First, may 1 say that 1 am appearing here <br />before the Board today, not only as a member <br />of this Colorado Committee but as the selected <br />spokesman for the Publicity Committee. Shortly <br />after receiving Mr. Dutcher's letter and when <br />the meeting was set, I tried to acquaint myself <br />with as many of the facts I could as to what <br />happened prior to that meeting and for what <br />purpose the meeting was set up. 1 talked to <br />the Dean about it and he was very helpful. <br /> <br />"At the meeting we were discussing the problem <br />of 'grass roots' support for the UPR~~ Colorado <br />River Storage Bill. We went into many angles of <br />how legislation of this type comes into being <br />and what type of 'grass roots' support might be <br />needed. ' <br /> <br />"We felt that an amount of $40,000 for a bill <br />that meant so much to the entire Rocky Mountain <br />region was indeed a small one in comparison to <br />the impact it would make on our economy if this <br />bill became ~ffective. <br /> <br />"I felt that my suggestion of considering a' <br />larger amount of money in the first instance <br />should be predicated on some basis and I explained <br />this to the Colorado Committee. 1 felt that a <br />'grass roots' organization can only be effective <br />.if it is a well-educated organization.
