City meeting so that we can go to Salt Lake
and work harmoniously.

"Mr. Snyder, Denver Chamber of Commerce,
Mr. Clayton Banta, Colorado Springs Chamber
of Commerce, and Mr. Nick Petry, Denver Water
Board are here -today."

MR. BAILEY: "Mr. Snyder, would you care to give us your
views on this matter?"

MR. SNYDER: "1 apologize for not being able to come this
morning when you called me. 1 was under the
impression that the meeting was to start at
2:00 and we were in session when I received
the phone call.

"First, may 1 say that 1 am appearing here
before the Board today, not only as a member
of this Colorado Committee but as the selected
spokesman for the Publicity Committee. Shortly
after receiving Mr. Dutcher's letter and when
the meeting was set, I tried to acquaint myself
with as many of the facts I could as to what
happened prior to that meeting and for what
purpose the meeting was set up. 1 talked to
the Dean about it and he was very helpful.

"At the meeting we were discussing the problem
of 'grass roots' support for the UPR~~ Colorado
River Storage Bill. We went into many angles of
how legislation of this type comes into being
and what type of 'grass roots' support might be
needed. '

"We felt that an amount of $40,000 for a bill
that meant so much to the entire Rocky Mountain
region was indeed a small one in comparison to
the impact it would make on our economy if this
bill became ~ffective.

"I felt that my suggestion of considering a'
larger amount of money in the first instance
should be predicated on some basis and I explained
this to the Colorado Committee. 1 felt that a
'grass roots' organization can only be effective
