<br />486 <br /> <br />It was discussed and readily admitted that <br />Colorado should not be expected to participate <br />to that extent because immediate uses under the <br />Upper Colorado River Storage Project Bill will <br />not be in the same proportions. So it was <br />-tentativelyJ- agreed that this would be split <br />four ways, that each State would raise $10,000 <br />as an initial effort. Then, if it were possible <br />that any 'one of the States or all four could <br />raise additional funds, certainly the funds <br />would be put to good use. <br /> <br />I <br /> <br />"Also, to get this Grass Roots organization <br />organized into a cohesive group, there was <br />suggested that at_the next meeting of the <br />Commission on December 10, representatives of <br />the Grass Roots organization meet at the same <br />time for the purpose of forming a permanent <br />organization. Of course, I told the group in <br />Portland that I was not in a position to make <br />any commitment on behalf of the State of <br />Colorado but that I felt that with the modest <br />budget they had to begin with, I certainly <br />. thought Colorado would see fit, in one. way or <br />another, to participate in this effort. That <br />is where the meeting was left at that time. <br />In Salt Lake City, they are going to have a <br />meeting of the representatives of this Grass <br />Roots Committee to form a permanent and <br />cohesive group." <br /> <br />Mr. Bailey then called on. Dean" Crawford. <br /> <br />MR. CRAWFORD: "Mr. Chairman, First I would like to pass these <br />publications around to the Board. These are <br />worked up by Mr. O'Brien and are of the type of <br />advertising work to which Mr. Dutcher referred. <br /> <br />"So far as the Colorado Grass Roots Committee <br />is concerned, it was made.up of some 15, 16 or <br />17 people. Everyone, with the exception of one, <br />was there, There were two people who are <br />presidents of water conservation districts. <br />Others were from chambers of commerce. We are <br />fortunate to have these leaders of the chambers <br />of commerce. I endeavored to place before the <br />Committee ~he situation from the standpoints of <br />the Board and the Commission." <br /> <br />I <br />
