<br />485 <br /> <br />I <br /> <br />contract entered into with the Forney Films <br />Company in Fort Collins to prepare a film that <br />could be used, a moving picture sound film to <br />be used back in Washington when this matter was <br />presented to the Committees and individual <br />Congressmen. There was money appropriated for <br />newspaper publicity and, in addition, we discussed <br />quite in detail the advisability of having prepared <br />a clay model of the entire project. At the present <br />time I do not think that any definite action has <br />been taken on that because we found that our funds <br />were rather limited and we didn't have money to <br />prepare or have made the type of model that we <br />thought was desirable. Thereafter, they had a <br />meeting of the Commission in Portland, Oregon, <br />and I was unable to attend that meeting, and I <br />am going to ask Mr. Chilson, who was my proxy, to <br />report this matter. Then the Chairman of the <br />Colorado Grass Roots Committee had a meeting last <br />Monday with the members of the Committee and went <br />over these matters I have referred to and I am <br />'going to ask the Chairman, Dean Crawford, to <br />report on that meeting. <br /> <br />"Mr. Chilson, would you report on the meet- <br />ing at Portland?" <br /> <br />I <br /> <br />MR. CHILSON: "After the Commission meeting in Portland, a few <br />interested people, including some of the repre- <br />sentatives on the Commission itself, met to <br />discuss further this proposed Grass Roots organiza- <br />tion. Of course, at that time, there was not any <br />definite organization. There was just a group of <br />people talking andamong the things that was hoped <br />could be done by this Grass Roots organization was <br />the raising of some additional funds for use by <br />the Commission in connection with furthering this <br />Project Bill. It was proposed as a starting <br />point that an additional amount of $40,000 be <br />pLedged as the tentative budget of this Grass <br />Roots organization. The matter came up as to the <br />division of the responsibility of raising that <br />money between the States. As you know, money <br />raised through taxation for the uses of the <br />Commission is contributed 51.75% by Colorado and <br />varying amounts by the other States, in proportion <br />to the division of the water in the Upper Basin. <br />
