In the third place, he was satisfied . <br />with the brief I had prepared. I could see <br />no objection inasmuch as Colorado and <br />Wyoming are in an identical situation, both <br />located entirely in the Upper Basin. Utah <br />and New Mexico are not in this situation <br />inasmuch as they are partly in the Upper <br />Basin and partly in the Lower Basin. And <br />so, I bring to the Board Wyoming's request <br />to be permitted to join with Colorado in the <br />same brief. I think it is desirable because <br />by joining in one brief, the Supreme Court <br />will only have to read one brief to get the <br />united' views of these two States. <br /> <br />I <br /> <br />"I may state further that New Mexico and <br />Utah have indicated that they possibly in <br />their brief may say that as to the questions <br />presented by Colorado's brief, they are <br />satisfied with Colorado's position on that <br />point and limit their views to the argument <br />which California has made that Utah and <br />New Mexico should be made parties to that <br />litigation because they are Lower Basin <br />States and are entitled to an interest in <br />the waters of the Lower Basin which are <br />attempted to be divided by this litigation. <br /> <br />"A copy of this proposed brief is on file <br />with Dean Crawford and with Attorney General <br />Dunbar and any of you who are interested can <br />read it. <br /> <br />"We are meeting in Salt Lake City with the <br />Legal Committee of the four Upper Basin States <br />at which my proposed brief will be gone over <br />again and discussed. It takes about two weeks <br />for the contract printer to get the brief out. <br />We will almost have to get the brief to the <br />printer before the first of next week in order <br />to'get it into the hands of the Supreme Court <br />-by December 26." <br /> <br />I <br /> <br />"Will Wyoming pay part of the printing?" <br />
