DUTCHER: <br /> <br />"Mr. Chairman, I will make a brief <br />report. You will' recall that the <br />midale of October, I think it was <br />on October 14, the matter concerning <br />the recommendation of the State of <br />Colorado to the Upper Colorado River <br />Commission with respect to the type <br />of publicity and advertising campaign <br />that should be carried on to facilitate <br />passage of the Upper Colorado River <br />Storage Project Bill was discussed. <br />It was decided at that time that the <br />State of Colorado could not commit <br />itself for any large amount of money <br />because the Legislature is the entity <br />that makes the appropriations for the <br />State of Colorado and they were not <br />convening until after January 1. <br /> <br />I <br />
