On vote being taken, the motion carried unanimously.

B. Report on Grass Roots Committee and
Method of Raising Money.

~ffi. BAILEY: "The next item is No.6, Report of
Commissioner, Upper Colorado River
Commission. , Ed, will you report?"

MR. DUTCHER:

"Mr. Chairman, I will make a brief
report. You will' recall that the
midale of October, I think it was
on October 14, the matter concerning
the recommendation of the State of
Colorado to the Upper Colorado River
Commission with respect to the type
of publicity and advertising campaign
that should be carried on to facilitate
passage of the Upper Colorado River
Storage Project Bill was discussed.
It was decided at that time that the
State of Colorado could not commit
itself for any large amount of money
because the Legislature is the entity
that makes the appropriations for the
State of Colorado and they were not
convening until after January 1.
