legal grounds for reopening and reforming the
existing decrees governing apportionment between
users in Colorado and users in Wyoming of
Laramie River waters', eliminating the first
paragraph; add 'report their findings to this
Board' at the end of the third paragraph; and
eliminate th~ last paragraph.u

5. Arizona-California Case

UThe next item is a report on the Arizona v.
California case.u

MR. CHIJ,SON:

UTo review brd_efly, California filed a Mot ion
to have the Upper Basin States--Colorado, Wyoming,
New Mexico and Utah--made parties to this case.
In support of the motion, they filed a brief.
Later, the Supreme Court, I thin~ on October 27,
gave each of the Upper Basin States 60 days in
which to file printed briefs in opposition to the
motion.

UWe have had a meeting with the legal representa-
tives of the other three Upper Basin States. I
have prepared a brief on behalf of the State of
Colorado opposing the motion in accordance with
the policy adopted by this Board. Wyoming wishes
to join(' with Colorado in its brief. Mr. Black,
Attorney General of Wyoming, gave three reasons.
