<br />I <br /> <br />In this plan it requires that we set up abate- <br />ment dates for all of the known polluters at <br />that time. We wrote to all of the known <br />polluters at that time, feeling they were in <br />the best position to tell us when they could <br />accomplish this task. We set a deadline of <br />five years. In other words, June 30 of '12. <br />The commission moved this up a year to June <br />30 of '71, feeling that there always would <br />be some stragglers. This is true since we <br />have now mOved back to the end of this year. <br /> <br />Our response on this first letter wasn't <br />too gratifying. I think about five percent <br />responded. We wrote again and still the <br />response wasn't too good, so I and the staff <br />sat down and worked out abatement dates and <br />then informed them of their respective dates. <br />I don't know whether we did a good job of <br />guessing or what but there have been. I think, <br />only five that have requested a change in <br />abatement dates. This is going back to '67. <br /> <br />If all they needed was disinfection we <br />put them early on the schedule. The more <br />complex the problem, the later we put them on <br />the schedule. We are coming now to those on <br />Our schedule that are classified as destitute <br />communities,and it's pretty hard to get blood <br />out of a turnip. Even though there is state <br />grant money and federal grant money, they <br />still need additional money say from F.H.A., <br />from HuD, in order to accomplish their abate-' <br />merit schedule. Even in this case we are <br />working quite closely with the federal agen- <br />cies and have been able to get abatement and <br />get moneys for these communities. <br /> <br />I <br /> <br />The prime example I think is Redcliff <br />where, I believe, the cost of the treatment <br />facilities and sewer lines was 3,2 times the <br />assessed valuation of the town. So we have <br />worked with F.H.A., we have worked with E.P.A., <br />the Four Corners Commission, and they are <br />going ahead now. <br />
