<br />Mr. Stapleton: Opposed? <br />(No response.) <br />Mr. Stapleton: The resolution is adopted. (See Appendix A). <br />I am going to try and finish all of the agenda except the Closed Basin. <br />The future board meeting is scheduled on the 1st and 2nd of May in <br />Grand Junction. <br /> <br />Mr. SVarks: Mr. Chairman, I suggest we start the meeting in Grand <br />Junct10n at the Howard Johnson's Motor Lodge, near the airport, at <br />1:30 p.m. on May 1. The agenda for that afternoon will be the minimum <br />stream flows put over from the last Board meeting, plus the Dallas <br />Creek project in relation to the Governor's letter read here this <br />morning. Those will be the only two items on the afternoon agenda. <br /> <br />The following day we will have a joint meeting with the Utah Water <br />Resources Board. The agenda item will consist of plans of the oil <br />companies to develop lease tracts. The Gulf-Standard lease in Colorado <br />is called Rio Blanco Project. <br /> <br />And then the Utah lessee will make a presentation to the Board concerning <br />its plans. These companies will update the Board on their plans, and <br />what their water requirements are anticipated to be. <br /> <br />The Bureau of Reclamation will make a presentation concerning its <br />studies of the White River Basin and the Yellow Jacket Project. <br /> <br />The State of Utah has announced a plan to construct a reservoir on the <br />White River. The Governor of the State of Utah has stated that the <br />State of Utah will finance the construction of a project for the oil <br />shale industry in Utah. This came as somewhat of a surprise to us, <br />since we don't have any specific agreement with Utah concerning the use <br />of the White River. The Upper Colorado River Basin contract requires <br />that we deliver 500,000 acre-feet of water annually to Utah from the <br />Yampa River. We may be on a collision course if additional demands are <br />made elsewhere. <br /> <br />The reason for the joint meeting with Utah is to discuss the problem to <br />see if we can formulate some type of plan for the White River which <br />would accommodate the plans of both states. <br /> <br />Mr. Stapleton: Do we have any plans for the summer meeting in July? <br /> <br />Mr. Sparks: No, we have not made any plans for a further meeting. <br /> <br />Mr. Stapleton: Is there any other business to come before the meeting <br />except the consideration of the Closed Basin?
