<br />I <br /> <br />I <br /> <br />It looks to me that we are going to be energy resources developed whether <br />we want to, or not, as the Secretary of the Interior has indicated to <br />the Governor in very strong language in Denver one day. <br /> <br />So, I think it might behoove us at this point to look at our hole card <br />and see exactly where we are located, and where do we go from here. <br /> <br />Mr. Stapleton: Senator, I would suggest that Mr. Sparks touch on that <br />with you when we get back, I think it is a worthwhile suggestion. We <br />will be interested to see staff's report. <br /> <br />Senator Noble: I think it would relate definitely to Ballas Creek. <br /> <br />Mr. Stapleton: I am going to recess. I am hoping <br />the Senators will be available at that time. <br /> <br />Mr. Fetcher: I just wondered if Frank Cooley, his statement, will be <br />part of the record.. . <br /> <br />Mr. Stapleton: Yes. <br /> <br />All right, we will reconvene at two o'clock. <br /> <br />(Whereupon, at 1:30 p.m. a luncheon recess was taken until 2:00 p.m.) <br /> <br />Mr. Stapleton: Ladies and gentlemen, the meeting will come to order. <br />Senator Hart has two commitments on the Floor in just a few minutes, so, <br />even though some of our members and guests are not back, I would like to <br />turn it over to you. <br /> <br />Senator Hart: Thank you very much, Ben. <br /> <br />My relation with Chairman Stapleton goes back quite a few years, and it <br />is a pleasure to be here with the other members of the Board, some of <br />whom I have previously met, others that I am pleased to meet today. I <br />take particular notice, for instance, of the presence of so many people <br />from the State back here who are concerned with the decisions of the <br />Board, and the effect those decisions will have on Congress and vise <br />versa, the decisions the Congress has to make to carry out the requests <br />and plans of the people of the State. <br /> <br />I wish I could spend a couple of hours here and get into the merits of <br />some of the projects you are deliberating on. I am well aware, because <br />my own professional background is in natural resources stemming back <br />from the time with the Department of Interior, of the fact that many of <br />the projects you have discussed here today have been discussed over the <br />past years, and have been under deliberation for quite a long time. <br /> <br />I know that your discussions today have to some degree touched on the <br />facts of the original purposes of the projects which may not exist at <br />the present time, the question of futurepunposes of the projects, and so <br /> <br />-55- <br />
