<br />I <br /> <br />I <br /> <br />I think on a hundred occasions we have been encouraged, helped, supported, <br />consoled by this Board and staff, and members, but the mischief has <br />been done in the formal pronouncements, in the formal lists that this <br />Board has not tackled, not faced up to. And where the mischief - in <br />conclusion - gets so brutally tough is that in the last two or three <br />years scores of bright young men, talented young men have been writing <br />reports on the water for shale, mineral development; have been taking <br />your published lists, incorporating them, making a few questions of <br />the Bureau of Reclamation into their published reports, and come out <br />with a whole bunch of extraordinary, and sometimes off the point, or <br />wide of the mark conclusions wi~h respect to water amendments. <br /> <br />I feel now, in retrospect, that had we done more to face the issue five <br />and ten years ago, we would be in a happier situation today with <br />respect to water in Northwest Colorado. <br /> <br />Thank you sincerely for the opportunity to be here. <br />were two or three different elements that I tried to <br />I'll be glad to duck questions on all three of them. <br /> <br />Mr. Stapleton: Let me say at this point in the record, I wish you had <br />a script, it sounds worthwhile to me. <br /> <br />Obviously there <br />address here; and <br /> <br />Mr. Cooley: Thank you, sir. <br /> <br />Sherman, I'm sorry you missed his part on the <br />I hope that you will get together and fill Mr. <br /> <br />Mr. Stapleton: Mr. <br />Governor's letter. <br />Sherman in. <br /> <br />Are there any questions on any of the matters brought up by Mr. Cooley? <br />Thank you very much. <br /> <br />Mr. Cooley: Thank you. <br /> <br />Mr. Stapleton: I am going to the third item, the proposed resolution <br />on the extension of the Water Resources Planning Act. Mr. Sparks has <br />prepared a proposed resolution. We have all had an opportunity to <br />discuss the letter from the Director's office, to review it. Do you <br />have any comments? <br /> <br />Mr. Sparks: I think it's self-explanatory, Mr. Chairman. <br /> <br />Mr. Sta~leton: I agree with you. Is there any discussion on the motion <br />to be a opted? <br /> <br />Mr. Kroeger: I so move, Mr. Chairman. <br /> <br />Mr. Stapleton: It has been moved and seconded that the resolution be <br />adopted.
