Mr. Stapleton: Thank you, Ralph.

The next project is the Narrows.

Mr. Hamil: Chairman Stapleton, and Director Sparks, I am going to take
the license to at this time to present two individuals I have here with
me. Since the last time we met to make a presentation our Secretary- I
Manager passed away, and we have a new Secretary-Manager, and we will
be before you people occasionally, Gary Friehauf.is on my far left.
The other man you will see, President of Central, is Jim E~ger, involved
in the Narrows Project.

The Lower South Platte Water Conservancy District appreciates this
opporunity to again appear before the Colorado Water Conservation Board.
We greatly appreciate the support this Board has given the Narrows Proj-
ect and the cooperation Mr. Sparks has given us on all occasions. We
continue to believe the Narrows is a superior project which merits the
highest priority consideration by this Board.

My name is Donald W. Hamil. I am President of the District and have
been closely acquainted with the Narrows Project for many, many years.
The District's directors have asked that I make this statement to you
in support of the Narrows Project. The statement will briefly examine
the Narrows Project and its current status. I shall not review material
previously submitted to the Board.

Narrows Dam and Reservoir will be constructed approximately six miles
west of Fort Morgan, 35 to 40 miles east of Greeley and approximately
75 miles northeast of Denver. The Lower South Platte Water Conservancy
District extends downstream from the damsite to the Nebraska line. The
District was organized in 1964 and is the primary sponsoring and con-
tracting agency for the project. It contains approximately 400,000
acres, 200,000 of which are irrigated. The District includes Sterling,
Fort Morgan, Brush and twelve smaller communities within its boundaries,
having more than 29,000 citizens. A small part of the project's water
supply will be used in the Central Colorado Water Conservancy District
by exchange upstream from the Narrows Reservoir.

The reservoir will have, in addition to flood control capacity, 373,000
acre-feet of conservation capacity and 75,000 acre-feet of joint use
capacity. It will be the only onstream South Platte reservoir below
Chatfield Dam.

The District's Board meets at least monthly with the Bureau of Reclama-
tion and participates closely in planning for the project. Most I
recently we have cooperated in providing material for an updated environ-
mental impact statement and we have fully cooperated when asked in the
preparation of such statement.

We have been consulted by and have been in close contact with the Bureau
of Reclamation in its detailed planning for the railroad relocation
and the acquisition of land for the railroad relocation.

-28-
