<br />I <br /> <br />I <br /> <br />We have participated in detailed final planning for the reservoir itself. <br /> <br />We have for some time been authorized to contract with the Bureau for <br />repayment of those project costs allocated to irrigation in municipal <br />and industrial uses. Users of the water have committed to purchase far <br />more than the proje~t can deliver. As a result the water available from <br />the project will be fairly and equitably allocated. <br /> <br />We have been frustrated from time to time by changes resulting from the <br />volatile economy, seemingly endless environmental report requirements <br />and problems that necessarily result from the continuous detailed planning <br />that goes on and will go on to the project's end. <br /> <br />However, we have also learned to meet each of these challenges and have. <br />We simply want to assure you and others present that your confidence in <br />the quality and readiness of the projects have been justified and most <br />appreciated by us. <br /> <br />The construction funds appropriated by the Congress have been used and <br />will be used wisely and carefully. <br /> <br />As we said in front of this Board several years ago, "The Narrows is an <br />exceptional project, it should have been built years ago. It is <br />important that it be constructed today." <br /> <br />We strongly urge this Board to give the Narrows Project the strong <br />support it has in the past. Thank you very much for letting us appear <br />here today. <br /> <br />Mr. Stapleton: Thank you, Mr. Hamil. Are there any others who would <br />like to amplify? <br /> <br />Mr. Erfer: Mr. Chairman, my name is Jim Erger, I am President of the <br />Centra Colorado Water Conservancy District. We do have a small part <br />of the project along the Lower South Platte, and I might say we are in <br />complete agreement with the Lower South Platte and support it, as Don <br />said. <br /> <br />Mr. Stapleton: Thank you. Are there any questions by the members of <br />the Board on the merit of the project, of the witnesses? Thank you very <br />much for appearing. <br /> <br />The next project is the Savery-Pot Hook Project. <br /> <br />Mr. Pughe: Mr. Chairman, members of the Board, as well as Colorado <br />Congressional Delegation representatives, my name is James Pughe. I am <br />an attorney for the Savery-Pot Hook Project and also a member of the <br />Board of the Colorado River Water Conservation District. <br /> <br />I have on my right Tony Angelo, who is President of the Juniper Water <br />Conservancy District, and in the interest of expediting your agenda, we <br />will address both the Savery-Pot Hook Project and the Lower Yampa. <br /> <br />-29- <br />
