I

I

right now by members of the Board?

Mr. Sparks: Mr. Chairman, I might make an observation for the members
of the Board. Mr. Fischer, and practically all the witnesses here have
brought up the problem of further feasibility studies and the fact that
many of the project feasibility studies were terminated before comple-
tion on such projects as Battlement Mesa, Yellow Jacket, Upper Gunnison,
Grand Mesa, and several others.

We will have to address ourselves to the termination of those various
studies. The problem we have has been an obvious one. Nine authorized
projects simply came to a halt. The whose process stopped while we
were devoting our energy to getting these projects under construction.
Those nine projects, incidentally, were authorized under the tenure of
Congressman Aspinall as Chairman of the House Interior Committee, and
nobody has been more aggressive than he has. The whole system came to
a halt, meaning we have to get moving again. Once we get moving, I
hope we will get back to the normal routine.

Mr. Fischer: Mr. Chairman, first of all thank you for the commentary,
I think that is significant. My request for leaving the record open
specifically had to do with one of those projects which came to my
attention in the light of a possible change in, the project, after my
statement had been prepared. What I would like to do specifically is
talk with Larry over the telephone about this; so, we appreciate very
much your comments on that point. It is a matter of concern in our
part of Colorado, so, my intention is to investigate the possibility of
revising that part of my statement, and make some additional specific
recommendations regarding the Savery-Pot Hook Project.

Thank you very much.

Senator Noble: Mr. Chairman, in response thereto, also I think this
year is the first year in many, many, many years that the President has
indicated in his budget request funds for these projects. I think it
behooves us at this time, all of us, to go in as hard as we can to
assure that Congress appropriates the money so we can get started.

Mr. Stapleton: Thank you, gentlemen.

I am advised that the Senators and Congressmen will be coming back
between cleven and twelve o'clock --

From the Floor: I just had a call, and it is probably going to be, at
least for Senator Hart, more likely this afternoon, say, about 1:45 or
two o'clock.

Mr. Stapleton: What I think we ought to try to do is keep in session
as long as we can, and complete by three. I hope you will bear with me.
We are going to have a brief recess right after eleven, and then I
would like to check again with you all in terms of the agenda. I just
wanted to alert you all to the fact. Is there any disagreement by the
members of the Board? All right.

-19-
