<br />I would also like to give you some of my thoughts that I believe are <br />relative to this particular case. You all know the benefits of water <br />resource projects to the people of the State of Colorado and the nation. <br />The Congress in 1968 and the President in 1975 both acknowledged that <br />our projects met the test cost-benefit ratio in terms of dollars, as <br />well as our nation's needs for food, fiber, recreation, energy and <br />quality of life, as it relates to both social and economic factors. <br /> <br />Colorado again is at a cross-road. one road leads no where, the other I <br />to success. Water is the key to our future. We are talking about <br />tying down a big part of the balance of Colorado's share of the Colorado <br />River, our share; and it must be put to beneficial use in Colorado. <br /> <br />We in Colorado have nine federal reclamation projects authorized by <br />Congress. I feel we must build all nine of these projects. I would <br />like to quote from Congressman Evan's statement of Monday. March 12, <br />1973 on five of these particular projects. <br /> <br />,~ intent of Congress shOUld be carried out in the construction <br />of the Dallas Creek Project and four other Western State reclamation <br />projects, concurrently with the Central Arizona Project. The quotation <br />included by Congress is for the follOWing five projects, the Dallas <br />Creek, Animas-La Plata, San Miguel, Dolores and West Divide. That the <br />projects be constructed concurrently with the project in Arizona is the <br />clear expression of the Congress." <br /> <br />I was very happy to hear Congressman Aspinall speaking as of one unit <br />that he used as a unit of speech back in those days. This was a major <br />issue when the authorizing legislation was passed back in 1968, and it <br />is just as important today as it was then. It is essential in all of <br />our authorized projects to be phased from planning into construction <br />as rapidly as possible. <br /> <br />Your Board, our Congressional Delegation and all Coloradoans must <br />insist that the commitment and promise made to the people of Colorado <br />when these projects were authorized by the United States Congress in <br />previous authorizations under the provisions of the Colorado River <br />Basin Storage Act in 1968 be fulfilled. <br /> <br />Our State is rich in natural resources and scenic beauty. We have the <br />potential to make Colorado the place we want to live, work, plan, and <br />raise our families. <br /> <br />The" key to our future is water utilization.
