I saw Walt Klein from Cpngressman Armstrong's office come in, would you
stand up and identify yourself? We are glad to have you with us.

I think most of you have a copy of the agenda. I am going to go down
the list of projects and ask for witnesses who want to speak for various
projects. And rather than have a witness come back in two different I
segments, I would like him to make his presentation at that time, and
I think we will be able to follow the various projects.

Curecanti, I don't believe there is anybody, that project is almost
fulfilled. Is there anybody that would like to speak on Curecanti as
such? And who will be speaking on Dallas Creek, will you come right up
and identify yourselves?

Mr. Brooks: Irm Ted Brooks from Montrose, Colorado, and I am attorney
for the Tri-County Conservancy District which is responsible for the
Dallas Creek Project.

I wish to state that we concur in the statements of Congressman Aspinall,
as well as Mr. Fischer and Mr. Brown. We appreciate the work that the
Board has done, and the support that we have had from the Board in years
past for our Dallas Creek Project.

I am sure that your staff and Mr. Sparks kept you fully informed, and
of course one of the Board Members, Lee Ford, is from Montrose, is
interested in the Dallas Creek Project, and has been working on the
project for years. We ask the support of the Board at the hearings,
the congressional hearings on the appropriations. We were not present
this morning when the Governor's letter was read. We intensely feel
we should proceed with the Dallas Creek Project as it is planned. The
definite plan report is on its way to Washington now. We feel that we
will be able to hold an election on the payment contract before the year
is out, and we will be well under way with construction within the next
twelve months.

I will be glad to answer any questions that you gentlemen might have.

Mr. Stapleton: Do you know the contents of the Governor's remarks?

Mr. Brooks: I was advised as to the contents, yes.

Mr. Stapleton: He in his letter suggested a meeting between the Board
and your District. In this regard, what would be your cOllJlllent on that?

Mr. Brooks: I would have no objection at all to meeting with the Board.

Mr. Stapleton: As you may know, we are expecting to meet in Grand
Junction on the 1st and 2nd of May. Would that give you enough time,
if Larry would make that subject part of the meeting?

Mr. Sparks: I would think so, Mr. Chairman. If your District can take
copies of this letter and analyze it; and if you would like to discuss
it further at the May meeting, that would be possible. We will have to

I

-20-
