<br />the problems that we have in our part of the State of Colorado. <br /> <br />As we all know, the energy crisis did not arise overnight, it has had <br />a 'long history of connnencement, and we are now getting into the same <br />position with the matter of food shortage. We submit that the develop- <br />ment of these projects that we are talking about contribute substan- <br />tially to the solution of both energy and food production. <br /> <br />Now, these projects have their cost, not only money, but also in the <br />development of resources themselves. We do want to make it clear to <br />our Congressional Delegation and to the people interested, that these <br />funds are investments. January 1st of this year I had occasion to <br />stand in front of the Grand Coulee Dam where they have a large elec- <br />trical computer, it was a constantly revolving thing. It was established <br />from January 1, 1975 to July 1, 1975 that the energy output of that <br />project contributed the sum of over $9,800,000 to the United States <br />Treasury. <br /> <br />Now, we find that these projects, our Curecanti, the Bostwick Park <br />and the Uncompahgre Projects, some of which were substantially pro- <br />moted by one Larry Sparks and his law practice in our area, are doing <br />the same thing. They not only contribute to the solution of these <br />problems, but they produce agricultural products, which in turn are <br />subject to income tax, and do contribute substantially to the welfare <br />of the United States of America. <br /> <br />I <br /> <br />Thank you very much. <br /> <br />Mr. Stapleton: Senator Noble? <br /> <br />Senator Noble: Mr. Chairman, members of the Colorado Water Conservation <br />Board, Congressman Aspinall, and Congressman Rogers, my name is Dan <br />Noble, and here representing the southwestern corner of Colorado <br />primarily, western Colorado, and Colorado in general, I hope. <br /> <br />I am a member of the San Miguel Water Conservancy District Board, and <br />a member of the Colorado State Senate. I am very glad to hear some of <br />the same comments today that I have heard since 1952 - 1968 through <br />the authorization of the Colorado River Basin Act. Those memories are <br />good ones, and I hope we can continue to go forward. <br /> <br />I bring to you today Senate Memorial No.1, as an expression of the <br />Colorado Senate's feelings on fundings for Colorado's authorized <br />Reclamation Projects, as well as writing in for the construction funds <br />for the Dolores Project. If I might take the time, I~ld like to <br />read that Memorial for the record. <br /> <br />I~morializing the Congress of the United States to appropriate <br />funds for the fiscal year 1976 pursuant to the request of the President <br />which specified certain Federal Reclamation Projects in Colorado, and <br />requesting Congress to include the Dolores Project as one of high <br />priority for the future of western Colorado. <br /> <br />I <br /> <br />-16- <br />
